This is the ste of management attributes associated with species. I don't really like the way that this is laid out. Everything is optional. Since the parent management summary species is also optional this leaves some ambiguity as to how to genereate the xml when there is no management summary information, do you generate an empty management summary element or nothing at all? The correct answer is nothing at all but this means that at least some of these attributes should be required or we should consider reorganizing the way that this data is organized. Additionally really monitoring and management things should probably be consolidated under common tags
